Traditionally EMSs are implemented across all operations at a facility simultaneously. This way of implementation works well for industry and smaller businesses and offices where operations are easily delineated and there is a simple chain of command structure in place. The University is too large and too diverse to implement a single effective University-wide EMS at one time. In addition to the main undergraduate college, the University has an associated hospital and research buildings as well as a graduate law and business school. In addition to academics, the University also maintains a large housing staff to oversee the maintenance of its dorms, a large athletics department that maintains the gyms and athletic fields, and facilities maintenance staff that maintain the infrastructure of the University, such as utilities and building. With so many diverse operations, University-wide implementation would be exceedingly difficult. To more effectively communicate the tasks and goals of the EMS to all the faculty, staff, and students, as well as getting the required support of the EMS from all departments, the EMS is being implemented incrementally on a much smaller scale. EMS implementation across the entire University is occurring facility by facility or operation by operation. The first operation to have a fully-implemented EMS was the University Parking and Transportation Department. P&T falls under the Business Operations division at the University. After the completion of the EMS at P&T, implementation began at the other Business Operations divisions including Housing and Dining Services.
